This map shows the locations of vehicles parked overnight on Dec 05, 2024. There was light snow in the forecast, and the DPW sand trucks were in operation. A total of 508 vehicles were counted. No parking tickets were observed on any of the vehicles.

This maps plots the locations of vehicles parked between the hours of 2AM-6AM on the following dates:
- February 11: 345 vehicles
- March 2nd: 450 vehicles
The map includes an overlay of the locations where vehicles were ticketed between Nov 2023 and January 11, 2024.

February 11, 2024 Enforcement

On February 11th, 345 vehicles were found parked overnight. Yet only 3 vehicles were ticketed on this night. It appears that the police were specifically targeting the only vehicle parked on Hancock St.
Targeted Enforcement
Research during the 2023-2024 winter season indicated that a small area of town was being highly targeted. This area, which consists of 2% of all streets, received 40% of all tickets.
Here is another area of town that was targeted in the winter of 2023-2024: Oneida Rd and Seneca Rd.

2023-2024 season
In 2023-24, Hancock and Webster St were highly targeted. More tickets were handed out on these two side streets than most other side streets combined.

This graph shows the number of times (i.e. specific dates) that a street was ticketed. Only 2 streets received more tickets than Hancock and Webster: Washington and Main. Note that many of the tickets on Washington St were likely issued within “the Zone.” (Street address information is not recorded in the parking ticket data).

Snowfall vs. Enforcement
In the both the 2023-23 and 2034-24 winter seasons, there was the least amount of snowfall in years. However, the number of tickets increased dramatically between those two years.
Income Distribution Map for Winchester (2020)
This map shows the median household income of different sections of Winchester. Note that households in certain areas of town make significantly more money that households in other areas. Despite the fact that vehicles are parked overnight in all areas of town, roughly 80% of tickets are issued in areas where lower income households are located.
